Despite having signed a memorandum with Abolish Slavery and the International Operations Centre for Children (IOCC) in 2009, the SSA-S remains one of the ethnic minority rebel forces on the UN’s list of “persistent perpetrators” of underaged conscription in Burma. In a 2002 report, Human Rights Watch stated that “Burma is believed to have more child soldiers than any other country in the world”, a problem that persist to this day. Since 2012, the Tatmadaw Kyi have implemented a UN-backed action plan to prevent the use of children in the Myanmar Armed Forces, but recruitment remains to be criminalized.
